This decree creates the "Astros Catrachos" Housing Program that provides up to 3 million lempiras to Honduran athletes, coaches, and sports teams who win gold medals or first places in international competitions to purchase decent housing. The program aims to motivate high sports performance and improve the quality of life for athletes who represent Honduras.

Considerations

Whereas the Constitution of the Republic establishes that the President has charge of the General Administration of the State, among whose attributions are directing the general policy of the State and representing it; issuing Agreements, Decrees, issuing Regulations and Resolutions in accordance with the Law; administering the Public Treasury; and directing the economic and financial policy of the State (article 245 numerals 2, 11, 19, and 30).

Whereas the General Law of Public Administration provides that the President of the Republic has charge of the supreme direction and coordination of the Centralized and Decentralized Public Administration. The President of the Republic in the exercise of her functions may act alone or in Council of Ministers (article 11).

Whereas the General Law of Public Administration establishes that the President of the Republic has the power to organize her cabinet; for this purpose she may appoint Secretaries of State in charge of a general responsibility or for the coordination of sectors that comprise one or more Secretaries of State, decentralized entities, deconcentrated entities, programs, projects, enterprises, or public services (article 12).

Whereas in accordance with the General Law of Public Administration, the President of the Republic may create commissions composed of public officials, personalities, and representatives of diverse sectors of national life and international or foreign advisors; likewise she may designate sole authorities for the development of areas, programs, or special projects, with the attributions determined by the Decrees of their creation (article 13).

Whereas the Constitution of the Republic establishes that the human person is the supreme end of society and of the State, and everyone has the obligation to respect and protect her (article 59).

Whereas sport is a fundamental right that must be recognized and protected by the State. Sport has been qualified by the 2030 Agenda for Sustainable Development as an essential element of peace and development; it is an activity that promotes justice, non-discrimination, respect, and equal opportunities for all, serving as a vector for the promotion of human rights in the world.

Whereas the Constitution of the Republic recognizes the right to dignified housing. Likewise, it establishes that the State shall formulate and execute programs of housing of social interest (article 178).

Whereas the Government Plan to Refound Honduras of President Iris Xiomara Castro Sarmiento contemplates the development of programs directed toward high-performance sports, recognizing sport as a collective right. Likewise, the promotion of sport constitutes a fundamental tool for the prevention of violence, by strengthening positive alternatives for personal and collective development, particularly for girls, boys, and adolescents, preventing them from being recruited by criminal structures or exposed to situations of social risk.

Whereas in the Government for the Refoundation of the Nation and Construction of the Socialist and Democratic State, an unprecedented investment in sport has been made at the national level. In this regard, by means of Executive Decree number PCM 11-2022, the National Commission of Sports, Physical Education, and Recreation (CONDEPOR) was created, assigning to said institution a historic budget that has made possible the strengthening, promotion, and incentive of sport, facilitating access to adequate and high-performance sports facilities, guaranteeing the inclusion without discrimination of the entire population in the formation and practice of sports, among others.

Whereas within the framework of the numerous governmental initiatives to promote and encourage sport, the President of the Republic, Iris Xiomara Castro Sarmiento, announced publicly on August 21, 2024, on the occasion of the triumph of the Honduras Women's U15 National Team, who were crowned champions of the "Leagues Cup" of the Confederation of North America, Central America and the Caribbean Football (CONCACAF), that dignified housing will be provided to each of the players and technical staff in recognition of their effort. Likewise, it was announced that this benefit will be granted to all Honduran athletes who obtain gold medals and/or first places in the main international tournaments.

Whereas guaranteeing access to dignified housing for those national teams and athletes and their coaches who achieve the highest level of sports performance, obtaining gold medals and first places in the main international competitions and tournaments, constitutes a measure that will motivate athletes to achieve and maintain the highest performance, improving their quality of life and achieving their integral development.
