Considerations
Whereas, in accordance with Article 59 of the Constitution of the Republic of Honduras, the human person is recognized as the supreme purpose of society and the State, a mandate that obligates us to prioritize human well-being in all its policies and actions.
Whereas Article 145 of our Constitution of the Republic recognizes and ensures the fundamental right of all Hondurans to the protection of their health, thereby establishing an essential legal foundation for the development of initiatives that seek to safeguard and promote the health of our population.
Whereas, in observance of Article 149 of the Constitution of the Republic, it is an imperative duty of the Executive Branch, through the State Secretariat of Health, to effectively coordinate all public activities, both centralized and decentralized, of the health sector, outlining a national plan that prioritizes the care of the most vulnerable and needy groups in our society.
Whereas cancer emerges as a formidable challenge to our public health, manifesting itself as a problem that affects transversally countries with low, middle, and high incomes and demands a compassionate, but at the same time, strategic and robust response from our institutions.
Whereas our country faces significant challenges in the compilation of accurate and reliable statistics that reflect the morbidity and mortality attributable to cancer, a barrier that hinders the effective planning and execution of interventions aimed at combating this disease.
Whereas there is significant potential in effective intervention for the management of and, in some situations, the remission of various types of cancers, conditioned on the facilitation of strategies such as timely detection, accurate diagnosis, and a comprehensive therapeutic approach adapted to the individual needs of patients.
Whereas the implementation of regulations focused on strengthening these strategies, promoting equitable and early access to effective diagnoses and treatments, represents a proactive and beneficial action that contributes substantially to improving the prospects and quality of life of oncology patients.
Whereas, in accordance with Article 205 Attribution 1) of the Constitution of the Republic, it is the responsibility of the National Congress to: Create, decree, interpret, reform, and repeal laws.
