Considerations
Whereas the Constitution of the Republic in its Article 59 establishes that "the human person is the supreme end of society and the State. Everyone has the obligation to respect it and to provide, likewise the security of persons is a priority for the State, making all obligated to adopt the necessary measures to guarantee it. Particularly it corresponds to the authority its duties such as life, physical integrity, health, personal freedom and property.
Whereas the Constitution of the Republic guarantees "the right to honor, to personal, family and self-image privacy", and furthermore establishes that "every person has the right to the inviolability of the secrecy of communications".
Whereas the right to the inviolability of the home is enshrined in our fundamental norm, guaranteeing that no entry or home search can be performed without the consent of the person residing there or to prevent the commission of the person residing there or to prevent the commission or challenge of crimes or to avoid serious harm to the person or to property.
Whereas due to the absence of technological facilities, administrative mechanisms and coordinated and quality response to the population in the face of an urgent need or catastrophe that could compromise the life, freedom, security and integrity of persons is a priority for the State, making all obligated to adopt the necessary measures to guarantee it. Particularly it corresponds to the authority its duties such as life, physical integrity, health, personal freedom and property. Furthermore, legislation that facilitates the concurrent and orderly action of different authorities that address emergencies by the government and this added to the lack of a culture of prevention and security practices by persons, families and communities, the generation of risks, threats, disasters, natural disasters, social and family conflicts, generate situations that have facilitated the occurrence of deaths, severe damage to life, health and the property of persons, therefore there is a need for an immediate assistance mechanism that acts in a coordinated manner for the care of emergencies.
Whereas since the month of April 2013, the National Police of Honduras enabled the telephone number Nine, One, One (911), which has come to strengthen its operational capacity in Tegucigalpa, Comayaguela and San Pedro Sula. However, to guarantee better service to the population, it is necessary that it be implemented at the national level and furthermore that the different security bodies and health and emergency institutions of the country converge and act in a coordinated manner, to provide immediate response. The Gazette coordinated and quality response to the population in the face of an urgent need or catastrophe that could compromise the life, freedom, security and integrity of persons or their property and that objectively demands immediate assistance.
Whereas in accordance with Article 205, Attribution 1) of the Constitution of the Republic, it is within the competence of the National Congress to create, decree, interpret, reform and repeal laws.
