Whereas it is the duty of the State to promote and support the practice of diverse sporting disciplines, not only those already existing, but also new sporting disciplines in order to favor all generations, with the strengthening of conditions that contribute to the physical and mental well-being of the population, as well as in the formation of values and social cohesion.

Whereas the creation of the Honduran Rugby Federation (FHR) responds to the need to establish an organizational structure that promotes the development and practice of this sport in Honduras, promoting the inclusion of more people in physical and sporting activity.

Whereas Rugby, as an emerging sporting discipline in the country, has the potential to strengthen the practice of sport in Honduras, foster teamwork, discipline, and respect among athletes, as well as represent Honduras in international competitions.
