Summary
This agreement creates the "Bono Unido," a monetary transfer program of L 6,200 for vulnerable families affected by natural disasters in Honduras, especially in Valle de Sula and departments on red alert. The program, executed with support from the United Nations, benefits up to 14,000 households that meet vulnerability criteria and reside in targeted municipalities.
Considerations
Whereas the Constitution of the Republic in its Article 59 establishes that the human person is the supreme end of society and the State, and it is a duty of the State through its dependencies and organisms constituted in accordance with law, and must give priority to the most needy or vulnerable groups.
Whereas in accordance with Article 246 of the Constitution of the Republic, the State Secretaries are organs of the General Administration of the country and depend directly on the Presidency of the Republic.
Whereas in accordance with the General Law of Public Administration, it establishes in Article 33 that "State Secretaries are collaborators of the President of the Republic in the conduct of public affairs and in the guidance, coordination, direction and supervision of the organs of the centralized Public Administration and the coordination of decentralized or deconcentrated entities and organs or decentralized institutions, in the areas of their competence."
Whereas in accordance with the General Law of Public Administration, it establishes in Article 36 that "Common attributions and duties of State Secretaries are: numerals 1, to guide, direct, coordinate, supervise and control the activities of their respective offices, without prejudice to the attributions that the Constitution and Laws confer on other organs; 8, to issue Agreements and Resolutions in matters of their competence and those delegated to them by the President of the Republic and to ensure their execution. The signature of State Secretaries in these cases shall be authorized by the respective General Secretaries."
Whereas by Executive Decree PCM 05-2022, Article 11, the State Secretariat in the Office of Social Development is created, in order to establish the social policies of a solidary, inclusive Honduras free from violence.
Whereas the State Secretariat in the Office of Social Development (SEDESOL) has as its strategic objective to promote the universalization of policies, plans, programs and projects in social matters, through coordinated and articulated actions with civil society, local governments, institutions and bodies that address assistance to sectors in conditions of poverty, extreme poverty and social vulnerability in the country.
Whereas the Presidency of the Republic has defined as one of the pillars in the Bicentennial Government Plan to Refound Honduras the restitution of rights and protection to persons identified in vulnerable groups, with articulated actions aimed at improving their living conditions, through ordered and coordinated interventions.
Whereas the negative effects of climate change increase the frequency and intensity of natural phenomena, generating emergency situations that disproportionately affect populations in conditions of vulnerability, poverty and extreme poverty.
Whereas it is a duty of the State to promote solidarity and mutual aid among citizens and institutions, ensuring that available resources are used in an equitable and transparent manner to assist those who need it most.
Whereas inter-institutional collaboration and the participation of civil society are fundamental for the identification of needs, the selection of beneficiaries and the implementation of assistance programs that are effective and sustainable.
Whereas the initiative to formulate, plan and execute a pilot project of monetary transfer in the context of emergencies due to disasters and climate change arises from the need to have strengthened and established institutional protocols and strategies, ensuring that at the moment of an emergency declaration, mechanisms are activated to execute transfers to affected populations.
Whereas the Sula Valley has been established as the focal point to carry out the Pilot Project of Monetary Transfer, due to the reasons of historical frequency in the last 4 years where this area of the country has been affected by disasters and climate change and the population has been exposed to risks and is vulnerable. A specific case is the emergency declaration caused by Storms Eta and Iota.
Whereas the United Nations Development Programme (UNDP) is a leading agency of the United Nations in international development, executing its work in one hundred seventy (170) countries and territories to eradicate poverty and reduce inequality.
Whereas the State Secretariat in the Office of Social Development (SEDESOL) and the United Nations Development Programme (UNDP) have agreed to carry out actions in support of social protection programs and projects in Honduras.

SCOPE OF APPLICATION. This regulation shall be applied in the following cases: 1. For the delivery of the Bono Unido, to families of the Sula Valley that were affected by the floods of the second semester of the year 2022 and/or that live in conditions of historical vulnerability facing the risk of disasters caused by natural phenomena, expanding its coverage to the departments that have been declared in a state of emergency with red alert status by the Secretariat of State for the Management of Risks and National Contingencies (COPECO), particularly in the context of the recent Hurricane SARA.
DEFINITIONS. For purposes of this regulation, the following terms are understood to mean: Beneficiary: Household targeted by the Social Development Observatory of SEDESOL, through the Information System and Registry of Beneficiaries in Honduras (SIRBHO) based on the Multidimensional Vulnerability Index (IVM). COPECO: Secretariat of State for the Management of Risks and National Contingencies. (United Nations Development Programme, (2024). Multidimensional Vulnerability Index (IVM): An algorithm whose objective is to identify households in which the sum of their vulnerability shows that the risk of falling into chronic or extreme poverty is greater and their capacity to overcome environmental shocks is low. Additionally, it is recommended to use this measure for the evaluation processes of social programs or transfers that are carried out using the algorithm as a targeting measure. The algorithm has a multidimensional approach using the Alkire-Foster method (Alkire et al, 2015). This method counts the vulnerabilities that households present and generates an aggregate IVM measure, as well as the incidence of vulnerability and its intensity (UNDP, 2023). ODS: Is the Social Development Observatory. UNDP: Is the United Nations Development Programme. Monetary Transfer Program (PTM): Humanitarian monetary transfer programs (PTM) are a form of assistance provided in situations of emergency or crisis to cover the basic needs of affected persons. SEDESOL: Secretariat of State for the Management of Social Development. SIRBHO: Information System and Registry of Beneficiaries of Honduras. Multipurpose Monetary Transfer: This is the name given to monetary transfers in the humanitarian sphere that have been established to respond to multiple needs.
