Summary
This decree approves Honduras' General Budget for 2020 for L.282,405,020,967, divided between Central Administration (L.155,570,437,625) and Decentralized Administration (L.126,834,583,342). The Finance Department must present it to the National Congress for final approval.
Considerations
That the General Law of Administration in its Article [number] establishes that it corresponds to the Council of Ministers to formulate and approve, in accordance with development plans, the Draft General Budget of Income and Expenses of the Republic, which the Executive Power must submit annually to the approval of the National Congress.
That in accordance with Article 5, Numeral 2 of the Organic Budget Law, the State Department in the Ministry of Finance shall propose to the President of the Republic for his approval the Medium-Term Financial Policy and the Annual Budget Policy and shall direct its execution once approved.
That in accordance with Article 367 of the Constitution of the Republic, the Budget Draft shall be presented by the Executive Power to the National Congress, within the first fifteen days of the month of September of each year.
That the Government of the Republic executes the Strategic Government Plan called: "Honduras Advances with Firm Step", which is linked to the Country's Vision and the Plan of the Nation and the same guides the Budget and Multi-Year Planning.
That the General Law of Public Administration establishes in its Articles 11 and 17 that the President of the Republic has in his charge the supreme direction and coordination of the Centralized and Decentralized Public Administration, who in the exercise of his functions, may act by himself or in Council of Ministers in accordance with what is established in the Constitution of the Republic and the laws.
That in accordance with Article 4 of the General Law of Public Administration, reformed by Legislative Decree No. 266-2013, the creation, modification or suppression of the State Departments or the Deconcentrated Organisms or Entities, can only be done by the President of the Republic in Council of State Secretaries.
That by Executive Decree number [number] published in the Official Newspaper "La Gaceta" on May 30, 2015, under edition No. [number], the Institute for Community Development, Water and Sanitation (IDECOAS) was created with the purpose of institutionally integrating the National Program for Sustainable Rural and Urban Development (PRONADERS), of the Honduran Social Investment Fund (FHIS) and of the National Autonomous Service of Aqueducts and Sewers (SANAA) and other purposes related to the Sector.
Articles
To approve the General Budget of Income and Expenditures of the Republic for the Fiscal Year 2020, presented by the State Secretariat in the Office of Finance, which is formulated considering what is established in the Medium-Term Macro Fiscal Framework 2020-2023 and observing the budget ceilings considered therein, which amounts to TWO HUNDRED EIGHTY-TWO THOUSAND FOUR HUNDRED FIVE MILLION TWENTY THOUSAND NINE HUNDRED SIXTY-SEVEN LEMPIRAS EXACT (L.282,405,020,967) broken down as follows: a) Central Administration: ONE HUNDRED FIFTY-FIVE THOUSAND FIVE HUNDRED SEVENTY MILLION FOUR HUNDRED THIRTY-SEVEN THOUSAND SIX HUNDRED TWENTY-FIVE LEMPIRAS EXACT (L155,570,437,625). b) Decentralized Administration: ONE HUNDRED TWENTY-SIX THOUSAND EIGHT HUNDRED THIRTY-FOUR MILLION FIVE HUNDRED EIGHTY-THREE THOUSAND THREE HUNDRED FORTY-TWO LEMPIRAS EXACT (L126,834,583,342.00).
Authorize the State Secretariat in the Office of Finance to present it to the National Congress.

Executive Power EXECUTIVE DECREE NUMBER PCM-056-2019 THE PRESIDENT OF THE REPUBLIC IN COUNCIL OF STATE SECRETARIES, CONSIDERING: That in accordance with Article numeral 11 of the Constitution of the Republic of Honduras, it corresponds to the President of the Republic, the General Administration of the State, being among other his attributions that of issuing Agreements, Decrees and issuing Regulations and Resolutions in accordance with the Law.
