El decreto modifica varias ordenanzas municipales del Distrito Central: exonera a artistas de licencias temporales cuando actúan como invitados en eventos ajenos para fomentar la cultura; reestructura administrativamente la UMAPS agregando un subgerente; añade un subgerente a PROMDECA; y establece prohibiciones temporales de lavar vehículos y llenar piscinas con agua potable, con multas de 2,500 a 20,000 lempiras, durante la emergencia hídrica.

Ley de Reforma Agraria ( Decreto- Ley 170-1985)
Esta ley transforma la estructura agraria de Honduras sustituyendo grandes latifundios y pequeñas parcelas por un sistema justo de propiedad y explotación de tierras. Otorga tierras a campesinos con financiamiento y asistencia técnica, expropía tierras ociosas o mal utilizadas pagando indemnizaciones mediante bonos agrarios, y regula obligaciones de propietarios rurales para garantizar uso eficiente de la tierra y producción agropecuaria.
